Dual control when only one cashier is rostered
Single-handed shifts are common. The vault log still needs a second set of eyes — here is how sites cope without inventing witnesses.
Hong Kong schedules are lean. A boutique counter may open with one person until mid-morning. That person still needs the offline wallet for change. Dual control does not vanish; it relocates.
Common workable patterns we see:
- A manager upstairs is called for the first open and the final close; mid-shift top-ups wait
- A neighbouring outlet sends a witness for a five-minute sealed count
- Morning vault work is finished the night before under two signatures, leaving a sealed day pouch that one person may deploy without reopening the main vault
What we refuse to endorse is signing a blank witness line “for later.” The movement log is only as strong as the worst shortcut on it.
